Restricted areas of the SAONE_MOYEN Flood Risk Prevention Plan (PPRN) — Rhône

For natural PPRs, the Environmental Code defines two categories of zones (L562-1): risk-exposed areas and areas that are not directly exposed to risks but where measures can be foreseen to avoid exacerbating the risk. Depending on the hazard level, each area is subject to an enforceable settlement. The regulations generally distinguish three types of zones: • ‘Building prohibited areas’, known as ‘red areas’, where the hazard level is high and the general rule is the prohibition on construction; • ‘prescribed areas’, known as ‘blue zones’, where the hazard level is average and the projects are subject to requirements adapted to the type of issue; • areas not directly exposed to risks but where constructions, works, developments or farms, agricultural, forestry, crafts, commercial or industrial could aggravate risks or cause new ones, subject to prohibitions or requirements (cf. Article L562-1 of the Environmental Code). The latter category applies only to natural RPPs. For PPRTs, the Environmental Code (L515-15 et seq.) defines the same principle of zoning for areas at risk. The instructions in the PPRT development guide add a gradation within the “red zones” and “blue zones”. All areas depicted on the zoning plan to which a regulation or prescription applies are included. Areas surveyed (within prescribed boundaries) where the hazard is non-existent or presumed zero and that are not regulated by the RPP are excluded from this class of objects.针对自然风险预防分区（PPRs），《环境法典》（L562-1条）划定了两类区域：风险暴露区域，以及虽未直接面临风险但可采取相关措施以避免风险加剧的区域。 根据危害等级的不同，每类区域均需遵守可强制执行的建设管控规范。法规通常将区域划分为三种类型： • 「禁止建设区」，又称「红色区域」：此类区域危害等级较高，通用规则为禁止建设； • 「指定管控区」，又称「蓝色区域」：此类区域危害等级中等，建设项目需适配问题类型的相关要求； • 虽未直接面临风险，但建设工程、开发项目或农业、林业、手工业、商业或工业经营活动可能加剧既有风险或引发新风险的区域，需遵守相关禁令或管控要求（参见《环境法典》L562-1条）。该类别的适用范围仅限定于自然风险预防规划（RPPs）。 针对风险预防规划文本（PPRTs），《环境法典》（L515-15条及后续条款）针对风险区域确立了相同的分区原则。PPRT编制指南中的相关说明，还在「红色区域」与「蓝色区域」内部增设了分级机制。 所有被纳入法规或管控要求适用范围的分区规划图中划定的区域，均纳入本对象类别。 在指定边界范围内开展勘测、且危害程度为零或推定危害为零、且未受风险预防规划（RPP）管控的区域，需从本对象类别中排除。
