The national network for monitoring land consumption, developed and managed by the Istituto Superiore per la Protezione e la Ricerca Ambientale (ISPRA) in collaboration with the System of Environmental Protection Agencies of the Regions and Autonomous Provinces (ARPA/APPA, which together with ISPRA constitute the National System for Environmental Protection), makes it possible to assess the state and trend of the phenomenon of agricultural and natural land consumption due to urban expansion and land sealing.The estimation of land consumption is carried out through a specific survey, included in the National Statistical Plan, which uses a sampling methodology based on multi-temporal photo-interpretation of orthophotos and historical topographic maps, distinguishing between different classes of land consumption and using work scales between 1:1.000 and 1:2,000. The national land consumption monitoring network is therefore based on a stratified sample of around 120 000 observation points and is developed through the integration of specific monitoring networks at national level, at regional level and for the main municipalities.The points are randomly distributed within cells generated by a systematic grid with a 5 km wheelbase supported by the UTM – WGS 84 coordinate system, merged 32 N. In order to have a detailed picture of the phenomenon at regional level, another monitoring network is integrated, consisting of about 28,000 points distributed throughout the national territory and stratified both on an administrative basis (to allow minimising the quadratic deviation at regional level) and on the basis of territorial characteristics. In fact, the stratification of the sample also takes place in order to have as accurate a picture as possible to study the phenomenon of land consumption at regional level and, in particular, in peri-urban areas (using a buffer of 3 km around the UMZ - Urban Morphologic Zones), in urban areas of a discontinuous nature and in agricultural areas that represent, historically, the areas potentially most exposed to the phenomenon of land consumption.For the analysis of municipal areas, specific monitoring networks have been completed that expand and thicken those used at national and regional level. The points of the municipal networks are constantly increasing because, every year, new municipalities are included in the ISPRA survey on the quality of the urban environment which are, consequently, also monitored in terms of land consumption.
由意大利环境保护与研究高等研究院(Istituto Superiore per la Protezione e la Ricerca Ambientale,ISPRA)联合区域与自治省环境保护机构系统(System of Environmental Protection Agencies of the Regions and Autonomous Provinces,ARPA/APPA,二者与ISPRA共同构成国家环境保护系统)开发并管理的国家土地消耗监测网络,可用于评估城市扩张与土地封闭引发的农业及自然土地消耗现象的现状与发展趋势。土地消耗的估算依托纳入《国家统计计划》的专项调查开展,该调查采用基于正射影像与历史地形图多时相像片判读的抽样方法,区分不同土地消耗类别,作业比例尺覆盖1:1000至1:2000区间。国家土地消耗监测网络以约12万个观测点的分层样本为基础,通过整合国家级、区域级及重点市政层面的专项监测网络构建而成。观测点随机分布于采用UTM–WGS 84坐标系(融合32N带)生成的5公里间距系统网格单元内。为精准刻画区域层面的土地消耗现象图景,项目同时整合了一套覆盖全国领土、包含约2.8万个点位的监测网络。该网络同时按行政分区(以最小化区域层面的平方偏差)与地域特征进行分层。样本分层的设计目标同样是为了实现区域层面土地消耗现象的精准刻画,尤其是城郊区域(以城市形态区(Urban Morphologic Zones,UMZ)周边3公里缓冲区为范围)、非连续型城区以及历史上最易受土地消耗现象影响的农业区域。针对市政区域的分析,项目已建成专项监测网络,该网络拓展并加密了国家级与区域级所用的监测体系。市政监测网络的点位数量逐年递增,原因在于每年均有新的市政区域被纳入ISPRA开展的城市环境质量调查,相应地,这些区域也会被纳入土地消耗监测范畴。
