A Probabilistic Gaia DR3 Catalogue of Stars with Very Low Galactic Rest-Frame Speeds

First public review-stage release of a probabilistic Gaia DR3 catalogue of stars with very low Galactic rest-frame speeds. The release includes the 20,829-source propagated candidate pool, Tier A/B/C catalogue products, FITS and MRT tables, orbit diagnostics, online Gaia Archive source_id verification, scripts, figures, manuscript source, and documentation. The headline catalogue is Tier A+B: 517 stars with probability greater than 0.84 of having VGRF < 25 km s-1. The broader Tier A+B+C orbit-summary catalogue contains 1,835 stars.
