Risk Prevention Plans (RPPs) are the essential tool of the State in terms of risk prevention. Their objective is to control development in areas at risk. The development of a PPR generates a series of spatial data organised into several datasets. The same PPR shall include the spatial datasets containing: — scope of exposure to risks, — restricted areas of the plan once approved. PPR regulations distinguish between “building prohibition zones”, so-called “red zones”, where the general rule is the prohibition on construction; ‘prescription areas’, known as ‘blue zones’ where projects are subject to requirements adapted to the type of issue and hazard and areas not directly exposed to risks but subject to prohibitions or requirements. The data are of an informative nature, only the paper documents with the visa of the prefecture are authentic.风险预防计划（Risk Prevention Plans，RPPs）是国家开展风险预防工作的核心工具，其目标为管控风险区域内的开发活动。 一份风险预防计划的编制会生成一系列空间数据，并归类为多个数据集。同一份风险预防计划应包含以下几类空间数据集： — 风险暴露范围； — 计划获批后的限制区域。风险预防计划的相关规定将此类限制区域划分为三类：一是“建筑禁止区”，即所谓的“红色区域”，此类区域的通用规则为禁止开展建筑活动；二是“管控要求区”，俗称“蓝色区域”，该区域内的项目需根据具体问题与风险类型适配相应管控要求；三是未直接面临风险但仍需遵守相关禁止性规定或管控要求的区域。 此类数据仅具备参考价值，唯有经省公署（prefecture）签注的纸质文件方为有效官方凭证。
