Conversely, the Regulatory Environment is found to have no significant effect on adoption intention. Data were collected from 391 UMKM owners identified as potential adopters of cloud-based ERP systems. Using Partial Least Squares Structural Equation Modeling (PLS-SEM) with SmartPLS 4.0. These findings highlight the predominant role of internal technological and organizational factors over external environmental factors in facilitating cloud technology adoption within the UMKM sector. The study provides practical implications for policymakers and industry practitioners to accelerate digital transformation among small businesses in Indonesia.
