This is an artificially created series comprising of records from various recordkeeping systems that were maintained by State Electricity Commission of Victoria (SECV) (VA 1002). The recordkeeping systems included SECV's centrally registered recordkeeping systems as well as decentralised systems that were maintained by the individual departments of SECV. Some of the files were created in one recordkeeping system and top-numbered into subsequent systems. This series also consists of records that had never been part of any formal recordkeeping systems.The records in this series were removed from their original recordkeeping systems and reprocessed into a database (known as the SECV Archival Documentation System (ADS)) as part of a project undertaken by service providers contracted by the Office of the Administrator (VA 4086) between 1994 and 1997. The files were processed into the Generation Victoria section of this database and allocated a unique number with a GV prefix.Due to the complexity involved with deconstructing these reprocessed records back into their respective original recordkeeping systems, the records have been placed into this series (VPRS 18094) and arranged according to the SECV department / division that would have created the files or had responsibility for. Some of the records from these systems may be found in other SECV (VA 1002) series including but not limited to VPRS 8892, VPRS 8948, VPRS 8897 and VPRS 9818.Each consignment represents an SECV department / division. Within each consignment there will be records that derived from separate recordkeeping systems.P1 and P9 Consignments - Civil and Infrastructure Section:The Civil and Infrastructure Section of Production Technology provided civil and structural engineering services that focused on the development and maintenance of power station structures and infrastructure around the open cuts and the power stations. The Civil and Infrastructure Section also provided specialist engineering services in the fields of ash disposal, dams, water and waste water pipelines, buildings and structures, roads and bridges, drainage and rehabilitation.The Civil and Infrastructure Section was previously known as the Power Technology Department and Mine Technology Department.P2 and P 10 Consignments - Design Engineering and Environment Department:The Design Engineering and Environment Department was established in 1983, and had responsibility for the co-ordination of design engineering associated with coal winning and power generation activities; project development; environmental management (which was a focal point for environmental engineering); design of dams; hydraulic structures; municipal works and buildings; geotechnical investigations; survey; architectural design; general civil construction and maintenance; and plan and photographic services. The co-ordination of design engineering involved ensuring the correct application of special design expertise.P3 and P 11 Consignments - Mine Technology Department:The Mine Technology Department was responsible for: providing tailored planning and business support services to each open cut; providing geotechnical and geological services to open cuts including mine dewatering, mine materials and mine stability; the planning and project engineering of mine developments; the design of mining plant to meet output, reliability and economic parameters provided by the divisions and the Production Centre; and ensuring adequate resources were provided for the completion of the Yallourn East Field Project.The Mine Technology Department was previously known as the Fuel Department, Mining Services Division, Production Service Department.P4 and P 12 Consignments - Planning Department:The Planning Department consulted with the other departments to develop plans for the expansion of the main system; coordinated the development of specific projects from the feasibility study stage through to the formal approval; investigated the State's resources available for the future development of the Commission's operations; reviewed long term capital estimates for future planning as related to various plant expansion programs; liaised with other authorities to ensure that the Commission's assets and plans were adequately safeguarded and that other authorities were informed of future development activities.P5 and P 13 Consignments - Power Department:The Power Department was responsible for activities associated with the design, construction and commissioning of all of the Commission's thermal Power Stations and for their operation and maintenance outside of the Latrobe Valley. The Power Department provided specialised services to other Departments in the mechanical engineering field, including those required for thermal power stations and briquetting factories. The Department investigated and reported on trends in the field of thermal generation; developed requirements and provided costs estimates for the operation and maintenance of new thermal power stations as required by Design Division; coordinated the Energy Supply Association of Australia (ESAA) activities of the Department; program and progress work and formulate procedures for departmental control of work and personnel; prepare and review manuals of responsibilities and procedures for the Department; co-ordinate arrangement for development and training of staff; co-ordinate mechanical book activities; co-ordinate activities with respect to various outside technical organisations; provide power plant related consultancy services to non SECV organisations as business ventures.P6 and P 14 Consignments - Production Services Department [Production Group]:The Production Services Department was responsible for the operation and maintenance of fuel and thermal power generation facilities, the provision of associated production and engineering services, and general administrative services to the Latrobe Valley area. The Production Group of Departments directed and co-ordinated the activities of: Loy Yang Production Centre, Morwell Production Centre, Yallourn Production Centre, Area Administration Department, Engineering Services Department and Production Services Department. The General Manager of the Production Group was directly responsible to the Deputy Chief General Manager.P7 and P 15 Consignments - Production Technology Department:The Production Technology department was responsible for: the provision of mine planning and earth science consultation and contracting services; provision of engineering and technical support for excavating, materials handling, and ancillary mining equipment; provision of civil and structural consulting services to the Production Group; project management for maintenance and improvement of power and mine plant; scientific consultancy and environmental monitoring service to support power stations, mines, corporate requirements and other SECV businesses; technical consultancy and support to maintain the integrity and compliance of power and mining plant; providing boiler and ancillary plant engineering advice and services for existing power stations and new developments; providing turbine and ancillary power plant engineering consultancy service for existing and new power station developments; providing electrical and control engineering services to meet the needs of mines and power stations; providing accounting and commercial analysis to the line sections of Production Technology; cost engineering services to Production Group and other SECV Units; library and information services to Production Group; and management and human resources services to support Production Technology.P8 and P 16 Consignments- Secretarial Department:The Secretarial Department was responsible for legal advice and support; real estate transactions; insurances, risk management and claims; property services; typing services; information management including registries, mail services, library, duplicating and Freedom of Information requests; co-ordination of VIP correspondence; administration of meetings of the Board of Commissioners; liaison with the Minister, Government Departments and agencies; and general administrative services.
