These areas are defined by prefectural decree on the basis of evidence of presence or attacks. The amended Order of 19 June 2009 on the operation to protect the environment in rural areas concerning the protection of herds against predation specifies the procedures for this action. The following shall be differentiated: — areas where predation on domestic livestock has been observed once or several times in the last two years, known as the ‘first circle’; — areas where preventive action is needed due to the possible occurrence of wolf predation during the current year, called “second circle”. In order to limit attacks on domestic herds and to assist breeders who may be confronted with the presence of predators, support for enhanced guarding, nocturnal grouping of animals and the use of protective dogs is available in risk areas defined annually by prefectural decree (measure 323 c1 of the hexagonal rural development programme).
