Potentially Vulnerable Areas (PVAs)

Potentially Vulnerable Areas (PVAs) are geographical areas that are designated for flood management under the Flood Risk Management Act (Scotland) 2009. They show parts of catchments and coastal areas where nationally significant flood risk exists now or is likely to occur in the future. PVAs are located within Flood Risk Management Local Plan Districts (LPDs) which are a broader unit of management. PVAs help SEPA and responsible authorities in Scotland understand and prioritise where work could benefit the most. They are a vital part of protecting people, properties, businesses, communities, infrastructure and our environment.潜在脆弱区域（Potentially Vulnerable Areas, PVAs）是依据《2009年苏格兰洪水风险管理法案》划定的洪水管理专用地理区域。此类区域标识出汇水区与沿海区域中当前存在或未来可能出现全国性重大洪水风险的片区。潜在脆弱区域均隶属于范围更广的管理单元——洪水风险管理地方规划区（Flood Risk Management Local Plan Districts, LPDs）。该区域可帮助苏格兰环境保护局（SEPA）与苏格兰当地主管部门明晰现状并确定优先级，筛选出防洪工作效益最显著的实施区域。潜在脆弱区域是保护民众、财产、企业、社区、基础设施与生态环境的关键组成部分。
