The QoG Institute is an independent research institute within the Department of Political Science at the University of Gothenburg. Overall 30 researchers conduct and promote research on the causes, consequences and nature of Good Governance and the Quality of Government - that is, trustworthy, reliable, impartial, uncorrupted and competent government institutions. The main objective of our research is to address the theoretical and empirical problem of how political institutions of high quality can be created and maintained. A second objective is to study the effects of Quality of Government on a number of policy areas, such as health, the environment, social policy, and poverty. The QoG EU EQI Data is the result of a survey of corruption and governance at the regional level within the EU and one of the most complete quantitative estimate of QoG to date. The study was conducted during 2010 as a part of the EU Commission’s tri-annual “Cohesion Report” and during 2013 as part of ANTICORRP. It covers all 28 member states and 172 NUTS 1 and NUTS 2 regions in 2010, while the 2013 study included two more (at that point EU candidate countries): Serbia and Turkey as well as some regions in Ukraine. The number of NUTS-1 and NUTS-2 regions became 206 then. In total the survey was answered by 34 000 respondents in 2010 and 85 000 respondents in 2013.. As a part of the study an index, that measures the corruption in the EU at the regional level, was constructed, EU QoG Index (EQI). The index is based on 16 variables of the survey. 治理质量(Quality of Government, QoG)研究所是哥德堡大学政治学系下属的独立研究机构,现有30余名研究人员,致力于开展并推广关于良治(Good Governance)与治理质量的成因、后果及本质的研究——良治与治理质量即指可信、可靠、公正、廉洁且高效的政府治理体系。 本研究的核心目标在于解决“如何构建并维系高质量政治制度”这一理论与实证问题;次要目标则是探究治理质量对健康、环境、社会政策及减贫等诸多政策领域的影响。 QoG欧盟区域清廉指数(EU EQI)数据集是针对欧盟内部区域层面腐败与治理状况开展调查的成果,亦是截至目前最为全面的治理质量量化评估数据集之一。该调查分别于2010年作为欧盟委员会《三年期凝聚力报告》的一部分、2013年作为ANTICORRP项目的一部分完成。2010年的调查覆盖欧盟全部28个成员国及172个一级、二级领土统计单位(NUTS 1、NUTS 2)区域;2013年的调查则新增了2个彼时的欧盟候选国:塞尔维亚、土耳其,以及乌克兰境内的部分区域,彼时一级、二级NUTS区域总数增至206个。2010年与2013年的调查有效受访者分别达3.4万与8.5万人次。 本研究同时构建了用于衡量欧盟区域层面腐败状况的指数——欧盟治理质量指数(EU QoG Index, EQI),该指数基于本次调查的16项变量生成。 若使用2010年版EQI数据,请遵循以下引用规范: 1.
