Simple download service (Atom) of the dataset: Sensitive Urban Zones (ZUS) in the department of Bouches-du-Rhône

Act No. 95-115 of 4 February 1995 on guidance for spatial planning and development (3 of Article 42, as amended by Article 2 of Law No 96-987 of 14 November 1996) defines sensitive urban areas. They are defined as areas “characterised by the presence of large settlements or degraded habitat quarters and by an increased imbalance between housing and employment.” The selection of the ZUS was made on qualitative criteria (“big ensembles”, “unbalanced employment/habitat”) and on a joint analysis of elected officials and the state.

Decree No. 96-1156 of 26 December 1996 (Official Gazette of 28 December 1996) sets out in its annex the list of 750 neighbourhoods classified as sensitive urban areas (ZUS). This list was amended for the first time by Decree No. 2000-796 of 24 August 2000 incorporating the district “New Mons” (Commune de Mons-en-Baroeul) into the list of ZUS and bringing the total number of ZUS to 751. A second decree (n°2001-707) of 31 July 2001 changed the perimeter of the ZUS de Grigny (91). A new priority geography of the city’s policy came into effect on 1 January 2015.

Sensitive urban areas and neighbourhoods with urban contracts for social cohesion have been replaced by the priority areas of city policy.

1995年2月4日第95-115号关于空间规划与开发指引的法律（经1996年11月14日第96-987号法律第2条修正的第42条第3款）对敏感城市区域（Zone Urbaine Sensible，ZUS）作出了定义。此类区域被界定为"以大型聚居区或破败居住区的存在，以及住房与就业岗位间失衡加剧为特征"。敏感城市区域的遴选基于定性标准（即"大型聚居片区""就业-住房失衡"），并结合民选代表与国家层面的联合研判结果。

1996年12月26日第96-1156号政令（载于1996年12月28日官方公报）在其附件中列明了750个被归类为敏感城市区域（ZUS）的街区清单。该清单首次修正系通过2000年8月24日第2000-796号政令，将"新蒙斯"街区（蒙斯昂巴罗厄尔市）纳入敏感城市区域清单，使敏感城市区域总数增至751个。2001年7月31日发布的第2001-707号政令第二次调整了格里尼（91）敏感城市区域的管辖范围。2015年1月1日，法国城市政策的新版优先地理范围正式施行。

敏感城市区域及带有社会凝聚力城市契约的街区，已被城市政策优先区域所取代。
