2. Change land use plan City of Peine: All-weather bath — Peine

It follows from Paragraph 1(3) of the Baugesetzbuch that it is necessary to draw up the land use plan. It specifies the planned urban development, which in turn derives from the objectives of spatial planning and regional planning. At the same time, binding development plans from the land use plan are developed. With the amendment, the land use plan adopted in 2004 is adapted to the current urban changes.根据《建筑法典》（Baugesetzbuch）第1条第3款之规定，编制土地利用规划实属必要。该规划明确载明拟实施的城市开发建设方案，而该方案的制定以空间规划与区域规划的目标为根本依据。与此同时，还需编制依托该土地利用规划形成的具有法定约束力的开发规划。通过本次修订，2004年通过的土地利用规划得以适配当前的城市发展变迁。
