Risk prevention plans (RPPs) are the State’s key instrument for risk prevention. Their objective is to control development in areas at risk. The development of a PPR generates a spatial dataset organised into several data sets. The same PPR includes the spatial datasets containing: — scope of exposure to risks, — restricted areas of the plan once approved. The RPP regulations distinguish between ‘Building prohibited areas’, known as ‘red areas’, where the general rule is the prohibition on construction; ‘required areas’, known as ‘blue zones’ where projects are subject to requirements adapted to the type of issue and hazard, and areas not directly exposed to risks but subject to prohibitions or requirements. The data are informative, only paper documents with the prefecture’s visa are authentic.风险预防计划（Risk Prevention Plans，RPPs）是国家实施风险预防的核心手段，其宗旨为管控风险高发区域内的开发活动。编制单份风险预防计划（PPR）将生成一套空间数据集，该数据集可进一步划分为若干子数据集。同一份风险预防计划所包含的空间数据集涵盖以下内容：— 风险暴露范围；— 计划获批后的限制区域。根据风险预防计划的相关规制，上述限制区域可分为三类：其一为"禁止建设区"，俗称"红色区域"，此类区域的通用规则为严禁开展建筑活动；其二为"合规要求区"，俗称"蓝色区域"，该区域内的项目需根据问题类型与灾害类型适配相应合规要求；此外还有一类区域，虽未直接暴露于风险之中，但仍需遵守相关禁令或合规要求。上述数据仅作参考信息，唯有经所属辖区官方核准签章的纸质文件方具备法定效力。
