Generally speaking, the stakes are people, property, activities, cultural or environmental heritage elements, threatened by a hazard and likely to be affected or damaged by it. The sensitivity of an issue to a hazard is called “vulnerability”.

总体而言，受险标的系指受灾害威胁、且可能因此遭受影响或损毁的人员、财产、活动、文化或环境遗产要素。某一对象对灾害的敏感程度被称为"脆弱性"。

该对象相关数据，是风险预防计划编制阶段面临灾害威胁的资产与人员状况的一份（可可视化且非穷尽）快照。该数据在RPP获批后不再进行更新。
实际应用中该数据已不再直接使用：相关对象会根据需求采用最新数据源重新计算生成。
