Restricted areas (areas) of PPRi MOSELLE AMONT

For natural PPRs (PPRN), the environmental code defines two categories of zones (L562-1):
— areas exposed to risks,
— areas which are not directly exposed to risks but where measures may be foreseen to avoid exacerbating the risk.
Depending on the hazard level, each area is subject to an enforceable settlement. The regulations generally distinguish three types of zones:
1- ‘Building prohibited areas’, known as ‘red areas’, where the hazard level is high and the general rule is the prohibition on construction;
2- ‘prescribed areas’, known as ‘blue zones’, where the hazard level is average and the projects are subject to requirements adapted to the type of issue;
3- areas not directly exposed to risks but where constructions, works, developments or farms, agricultural, forestry, craft, commercial or industrial could aggravate risks or cause new ones, subject to prohibitions or requirements (cf. Article L562-1 of the Environmental Code). The latter category applies only to PPRNs.

对于自然风险规划区（PPRN），《环境法典》第L562-1条将其划分为两类区域：
— 存在风险暴露的区域；
— 未直接面临风险，但需采取相关防控措施以避免风险加剧的区域。
根据危险等级的不同，每类区域均需遵循可强制执行的土地使用管制规则。相关法规通常将该类区域划分为三种类型：
1. 禁止建设区，又称“红色区域”：该区域危险等级较高，通用管控规则为严禁任何建设活动；
2. 特定管控区，又称“蓝色区域”：该区域危险等级中等，建设项目需根据风险类型适配相应合规要求；
3. 未直接面临风险，但建设工程、开发项目或农林牧渔、手工业、商业及工业活动可能加剧既有风险或引发新风险的区域，需遵守相关禁止性规定或合规要求（详见《环境法典》第L562-1条）。该第三类区域仅适用于自然风险规划区（PPRN）。
