A PDU is a planning document that defines the general principles of transport of goods and persons, traffic (all modes) and parking in the urban transport perimeter (PTU). Its objective is to reduce car traffic with a view to improving air quality and reducing noise-related nuisances. It is compulsory for agglomerations with more than 100,000 inhabitants.The PDU covers all modes of travel involving passengers or goods:- motor vehicles (light vehicles and heavy goods vehicles)- urban public transport and within the perimeter interurban transport- two wheels- pedestriansThe PDU also sets out parking principles to be included in the LLUs. It is drawn up by the Urban Transport Organising Authority (AOTU) and approved after consultation of associated public persons, municipalities and groups of municipalities concerned and then public inquiry. Only the PDUs in preparation or validated are included in these data. DU procedures cancelled prior to completion are excluded.

城市交通规划文件（PDU）是一类规划文档，用于明确城市交通边界（PTU，Urban Transport Perimeter）内客货运输、全品类交通及停车的通用准则。其核心目标为减少机动车交通流量，以改善空气质量并降低噪声扰民问题。人口规模超过10万的城镇聚居区必须编制此类PDU。

PDU覆盖所有涉及乘客或货物的出行方式：
- 机动车（含轻型车辆与重型载货汽车）
- 城市公共交通及边界内城际客运
- 两轮交通工具
- 步行交通

PDU同时明确了需纳入地方土地利用规划（LLUs）的停车准则。该文件由城市交通组织主管部门（AOTU，Urban Transport Organising Authority）编制，经征询相关公共主体、市镇及市镇联合体的意见后，开展公众意见征询并获得最终批准。

本数据集仅收录处于编制阶段或已通过验证的PDU，未完成编制即遭废止的PDU编制流程不予纳入。
