This dataset shall contain the digital vector version of all the plan elements – of the type of transfer indicative – of the special construction plans. A plan element is an object by which the public authority concerned represents the scope of (part of) the spatial option it has taken on the basis of certain urban planning regulations on the graphic plan, if it considers it necessary. This object is conceptually always traceable to a plane, line or point assigned a certain legende symbol. In order to ensure the link between a ‘site’ and the ‘full set of requirements applicable at that location’, it is necessary to unravel a plan in some complementary geodata layers in vector format. This gives us a clear link between the texts of rules and their associated planning elements. Pressure flats refer to a specification or an additional condition on a ground surface, regardless of whether the latter is part of an earlier plan or the same plan. This means in practice that, for the areas concerned, the pressure relief requirements still have to be read together with 1 or more underlying requirements (of a parent plan or of the same plan), as they do not replace the underlying ground plane requirements. A plan may include urban planning rules applicable to an area, line or location that the creator of the plan does not want to determine geometrically precisely. These are the so-called indicative indications. There are 3 types of indicative indications: points, lines and transfers. The plan elements are available in this dataset to the extent that they have already been loaded by the relevant municipal authority, which owns the data and is responsible for the content.本数据集应涵盖专项建设类特殊规划（special construction plans）中全部规划要素（plan element）的数字化矢量版本，此类要素属于指示性转让类型。规划要素指相关公共主管部门基于特定城市规划法规，在图示规划图纸中体现其已选定的空间方案范围（部分或全部）的对象；若该部门认为有必要，则会采用此类对象。该对象在概念上始终可追溯至赋予了特定图例符号的平面、直线或点要素。为确保“场地”与“该场地适用的全部规范要求”之间的关联，需将规划拆解为若干互补的矢量格式地理数据图层（geodata layer），由此可明确规则文本与其对应规划要素之间的清晰关联。地面约束条件（pressure flats）指针对地表提出的特定要求或附加条件，无论该地表属于既往规划还是当前规划的一部分。实际应用中，这意味着对于相关区域，仍需将减压要求与一项或多项底层要求（源自父规划或当前规划本身）结合解读，因为此类约束并未替代底层地表平面要求。规划可包含适用于某一区域、线条或点位的城市规划规则，而规划编制者无需对其进行精确的几何定位；此类规则分为三类，分别为点要素、线要素与转让性要素。本数据集收录的规划要素，仅包含相关市政主管部门已加载入库的数据；该部门为数据权属方及内容责任主体。
