市级受理、市级审批
一、市住房城乡建设委负责下列工程施工许可审批工作： (一)城市轨道交通工程; (二)跨区域市政基础设施工程等线性工程; (三)列入市级重点工程计划的新建单体建筑面积10万平方米及以上的非住宅类房屋建筑工程; (四)上级部门指定以及因工程特殊性确实需要由市级办理的工程。 二、除市住房城乡建设委负责审批的工程以外的其他工程施工许可审批工作，全部由工程所在地的区住房城乡(市)建设委按照属地原则办理。 三、中央在京单位建设工程、驻京部队需在地方办理施工许可手续的工程，可按照自愿和便利的原则，由建设单位自行选择市或区级住房城乡(市)建设委办理施工许可手续。 四、北京经济技术开发区建设局在市住房城乡建设委指导、监督下，负责辖区内建设工程施工许可审批管理工作。

Scope of Work: Municipal Acceptance and Municipal Examination and Approval; Municipal Acceptance and Municipal Examination and Approval
I. The Beijing Municipal Commission of Housing and Urban-Rural Development is responsible for the following construction permit examination and approval work:
(1) Urban rail transit projects;
(2) Linear projects including cross-regional municipal infrastructure works;
(3) New non-residential building projects with a single building area of 100,000 square meters or above included in the municipal key construction project plan;
(4) Projects designated by superior authorities or those that truly need to be handled at the municipal level due to their particular characteristics.
II. All other construction permit examination and approval work not falling under the purview of the Beijing Municipal Commission of Housing and Urban-Rural Development shall be handled by the district-level housing and urban-rural (municipal) construction commissions at the location of the projects in accordance with the territorial management principle.
III. For construction projects of central institutions stationed in Beijing, and projects for which the stationed PLA units in Beijing need to complete construction permit procedures at local authorities, the construction units may, based on the principles of voluntariness and convenience, independently choose to apply for construction permits with either the municipal or district-level housing and urban-rural (municipal) construction commissions.
IV. The Construction Bureau of Beijing Economic-Technological Development Area is responsible for the examination, approval and management of construction permits for construction projects within its jurisdiction under the guidance and supervision of the Beijing Municipal Commission of Housing and Urban-Rural Development.
