Financial equilibrium Political municipalities: Components

The dataset contains data on the financial equalisation of the political communes of the canton of Thurgau since 2004. The financial equilibrium of the Political Communities consists of a balance of resources and a balance of burdens. The dataset shows the individual components of the financial equalisation per municipality. It contains data from 2008 onwards. For resource compensation, the variable “Fund in CHF” describes the levy for financially strong municipalities (positive sign = levy) and the variable “payment minimum level in CHF” describes the disbursement to financially weak municipalities (negative sign = disbursement). For the load compensation, the variable “cost compensation social assistance in CHF” describes the burden compensation for excessive burdens due to social assistance costs (negative sign = disbursement), the variable “charge compensation area in CHF” the burden compensation for a below-average population density (negative sign = payout) and the variable “cost compensation Special burdens in CHF” the additional contribution benefits for special burdens (according to § 8 of the Financial Compensation Act). In addition, the dataset contains the overall impact of financial equalisation: Total sum collected or disbursed (taking into account all components and the other provisions contained in the Financial Compensation Act).
