A PDU is a planning document that defines the general principles of transport of goods and persons, traffic (all modes) and parking in the urban transport perimeter (PTU). Its objective is to reduce car traffic with a view to improving air quality and reducing noise-related nuisances. It is compulsory for agglomerations with more than 100,000 inhabitants.The PDU covers all modes of travel involving passengers or goods:- motor vehicles (light vehicles and heavy goods vehicles)- urban public transport and within the perimeter interurban transport- two wheels- pedestriansThe PDU also sets out parking principles to be included in the LLUs. It is drawn up by the Urban Transport Organising Authority (AOTU) and approved after consultation of associated public persons, municipalities and groups of municipalities concerned and then public inquiry. Only the PDUs in preparation or validated are included in these data. DU procedures cancelled prior to completion are excluded.

城市交通规划文件（PDU）是一类规划文档，用于明确城市交通管控范围（PTU，Urban Transport Perimeter）内的货物与人员运输、各类交通模式及停车的通用原则。其制定目标为减少机动车交通，以改善空气质量并降低噪声类扰民问题。人口规模超过10万的城镇集聚区必须编制此类文件。

本PDU涵盖所有涉及乘客或货物的出行方式：
- 机动车（含轻型车辆与重型载货汽车）
- 城市公共交通以及管控范围内的城际交通
- 两轮交通工具
- 步行出行

PDU同时明确了需纳入地方土地利用规划（LLUs）的停车原则。该文件由城市交通组织主管部门（AOTU，Urban Transport Organising Authority）编制，经征求相关公共机构、相关市镇及市镇联合体的意见后开展公众征询公示，最终获得批准。

本数据集仅收录处于编制阶段或已通过审核验证的PDU文件，对于编制完成前即被废止的PDU流程不予收录。
