Legal and institutional arrangements for solid waste management (SWM) refers to the existence of national laws, regulations, policies, and institutional frameworks governing solid waste management in a country. This includes the presence of a national SWM law, rules and regulations for public–private partnerships, national strategies or plans to manage plastic waste, information system on SWM, and defined institutional responsibilities, such as a national agency or department to enforce SWM laws and regulations, and publicly available information on SWM such as budgets, waste collection points, and collection and recycling rates.
