Risk prevention plans (RPPs) are the State’s key instrument for risk prevention. Their objective is to control development in areas at risk. The development of a PPR generates a spatial dataset organised into several data sets. The same PPR includes the spatial datasets containing: — scope of exposure to risks, — restricted areas of the plan once approved. The RPP regulations distinguish between ‘Building prohibited areas’, known as ‘red areas’, where the general rule is the prohibition on construction; ‘required areas’, known as ‘blue zones’ where projects are subject to requirements adapted to the type of issue and hazard, and areas not directly exposed to risks but subject to prohibitions or requirements. The data are informative, only paper documents with the prefecture’s visa are authentic.风险预防计划（Risk Prevention Plans，RPPs）是国家开展风险预防工作的核心工具，其核心目标为管控风险区域内的开发活动。 编制一项风险预防计划会生成一套空间数据集，该数据集可划分为若干子数据集。单份风险预防计划所配套的空间数据集涵盖以下内容： — 风险暴露范围 — 经批准后的计划管控区域。根据风险预防计划相关管理规定，管控区域可分为三类：一是“禁止建设区”，亦称“红色区域”，原则上严禁开展任何建设活动；二是“约束建设区”，亦称“蓝色区域”，区内项目需根据具体问题类型与灾害风险等级适配相应管控要求；三是未直接面临风险但仍需遵守相关禁令或管控要求的区域。 本数据集所载内容仅为参考信息，唯有加盖县级（府级）审批签章的纸质文件方为有效凭证。
