EMS Vulnerable Structure

Last data update: April 28, 2021 The Emergency Management System (EMS) Vulnerable Structure layer is an inundation product consisting of a polygon layer and data, highlighting separate critical and building infrastructure that are inundated or intersected by the EMS Flood Events. This inundation product should be used in conjunction with EMS Vulnerable Line for any EMS planning discussion. The EMS Vulnerable Line polyline and associated data are to be used only in support of EMS activities. This layer and information are not to be used for any regulatory limit discussion or development application. Please follow-up with the LSRCA Engineering Department to confirm any additional requirements to support submissions with an impacts on the floodplain. The EMS Vulnerable Structure layer is a new inundation product created from an analysis of the EMS Flood Event layers and available critical, residential, commercial and industrial infrastructure information. The original building layer information used as a base in the analysis was obtained from Provincial, Regional and Municipal Partners through existing data sharing frameworks. The existing EMS Flood Event layers were used to identify the storm level that intersects with building infrastructure and there is limited text information available for each inundated structure.
