Regulatory Areas of the Natural Risk Prevention Plan (PPRN) of the Middle Vilaine Basin — Ille et Vilaine (35)

For natural PPRs, the Environmental Code defines two categories of zones (L562-1): risk-exposed areas and areas that are not directly exposed to risks but where measures can be foreseen to avoid exacerbating the risk.Depending on the hazard level, each area is subject to an enforceable settlement.
The regulations generally distinguish three types of areas:1- ‘Building prohibited areas’, so-called ‘red areas’, where the hazard level is high and the general rule is the construction ban;2- ‘prescription areas’, known as ‘blue zones’, where the hazard level is medium and projects are subject to requirements adapted to the type of issue; 3- areas not directly exposed to risks but where constructions, works, developments or farms, agricultural, forestry, crafts, commercial or industrial could aggravate risks or cause new ones, subject to prohibitions or requirements (cf. Article L562-1 of the Environmental Code).
The latter category applies only to natural RPPs.

针对自然风险预防区域（PPRs），《环境法典》第L562-1条将区划分为两类：一是风险暴露区，二是未直接面临风险但可采取前置防控措施以避免风险加剧的区域。依据危险等级的不同，每类区域均需执行可强制执行的管控方案。
相关法规通常将区划分为三类：1. 禁止建设区（俗称"红色区域"）：该区域危险等级较高，原则上实施建设禁令；2. 特定管控区（俗称"蓝色区域"）：该区域危险等级为中等，建设项目需适配风险类型制定相应管控要求；3. 间接风险关联区：此类区域未直接面临风险，但在此开展建设、工程、开发活动或农、林、手工业、商业及工业类经营项目，可能加剧既有风险或引发新风险，因此需遵守相关禁令或管控要求（详见《环境法典》第L562-1条）。
该类区划仅适用于自然风险预防区域（RPPs）。
