This metric evaluates whether the metadata record complies with the mandatory technical and descriptive requirements for onboarding to the ERDERA Virtual Platform at Level 1. Specifically, it validates the following:

* Namespace: The record must use modern w3id.org equivalents rather than deprecated EJP PURL properties.
* Discovery: The metadata must include the VPDiscoverable property to signal its eligibility for the platform.
* Core Property Set: The presence of all required DCAT and Dublin Core properties: dcat:theme, dcat:contactPoint, dct:description, dcat:keyword, dct:language, dct:license, dct:publisher, dct:title, and dcat:landingPage.
* Publisher: While deep substructure is not tested, the dct:publisher must be typed as a foaf:Agent and must include a foaf:name.

FAIR Principle R1.3 emphasizes that metadata must meet domain-relevant community standards to ensure data is useful within its specific ecosystem. For the rare disease research community, the ERDERA Virtual Platform acts as a critical discovery hub.
