Rare earth elements (REEs) are critical for clean energy transition. As technological and climate-driven innovations increase REE demand, their supply remains vulnerable to geopolitical tensions, trade disputes, and uncertain environmental and economic policies. This situation gives rise to the “Balance Problem” — the challenge of aligning REE supply with demand in a manner that accounts for both sustainability and security. Policy uncertainties threaten stable extraction, while the urgent need for clean energy technologies places unprecedented pressure on REE-dependent industries.Our study introduces a novel, integrated framework for understanding this issue through a multi-layered, scenario-based root cause analysis. Our results demonstrate that technological, economic, climate, and environmental policy dynamics and REE extraction are intrinsically linked within a complex, interconnected system. This intricate network of multilayered reciprocal causation implies that siloed policymaking proves not merely inefficient but likely generates unintended negative consequences. For instance, an aggressive climate policy that elevates REE demand without corresponding industrial policy to secure the supply chain risks creating shortages and price spikes that derail the climate policy itself.This systemic interconnectedness embodies the essence of the “Balance Problem”. It necessitates a paradigm shift from fragmented, single-issue policies to a holistic, integrated governance approach that acknowledges and manages these complex feedback loops. The paramount policy recommendation emerging from this study advocates for developing integrated critical mineral strategies. Governments must dismantle the barriers between ministries of energy, environment, industry, and finance, establishing a central coordinating body to formulate a coherent national or regional strategy.
