Geographical area consisting of one or more municipalities, or part of one or more of them, which by its population or economic activity constitutes a source of waste water generation justifying its collection and transfer to a treatment plant or to a final discharge point (Article 2 of Royal Decree-Law 11/1995) and Directive 91/271/EEC.
