Risk prevention plans (RPPs) are the State’s key instrument for risk prevention. Their objective is to control development in areas at risk. The development of a PPR generates a spatial dataset organised into several data sets. The same PPR includes the spatial datasets containing: — scope of exposure to risks, — restricted areas of the plan once approved. The RPP regulations distinguish between ‘Building prohibited areas’, known as ‘red areas’, where the general rule is the prohibition on construction; ‘required areas’, known as ‘blue zones’ where projects are subject to requirements adapted to the type of issue and hazard, and areas not directly exposed to risks but subject to prohibitions or requirements. The data are informative, only paper documents with the prefecture’s visa are authentic.风险预防计划（Risk Prevention Plans，RPPs）是国家开展风险预防工作的核心工具，其核心目标为管控风险区域内的开发活动。 编制风险预防计划（RPP）时会生成一套结构化的空间数据集（spatial dataset），该数据集由若干子数据集组成。同一份RPP对应的空间数据集包含以下内容： —— 风险暴露范围； —— 计划获批后的限制区域。根据RPP相关规定，限制区域可分为三类：一是被称为“红区”的禁止建设区，此类区域的通用规则为禁止开展建设活动；二是被称为“蓝区”的强制要求区，区内项目需根据具体问题类型与灾害类型适配相关要求；三是未直接暴露于风险之中，但仍需遵守相关禁令或要求的区域。 本数据集所提供的内容仅作参考，唯有加盖县（府）级行政主管部门审批签章的纸质文件方为有效。
