An integrated Pre and Post Storm Dataset for Hurricane Helene (2024), in Virtual Damage Assessment and First-floor Elevation Estimation: Application to Horseshoe Beach and Cedar Key, Florida and Hurricane Helene (2024)

This mission includes virtual damage assessment (VDA), first-floor elevation (FFE), and building characteristic datasets for 1,085 buildings impacted by Hurricane Helene (2024) in Horseshoe Beach and Cedar Key, Florida. The collection named "Overall Dataset" includes VDA, FFE, building characteristic, and NSI data mapped at the parcel level. There are 4 files: one for both Horseshoe Beach and Cedar Key, and 2 for Horseshoe Beach and Cedar Key only. There is an additional file that represents a reduced version of this dataset excluding NSI data and only including estimated FFEs and overall damage states. The collection titled "Validation and Uncertainty Assessment Dataset" includes VDA and FFE validation data for selected buildings. There are 3 files; data for the comparison of VDA to field damage states, comparison of FFE estimates with Florida elevation certificate (FEC) data, and assessor bias evaluation through the comparison of assessor damage states for the same 30 buildings. This mission also includes Readme files for each collection and an overall report that summarizes the data collection effort.
