依據礦業法第28條第1項、第38條第2款及第57條第1項規定，訂定妨害公益之認定原則，以明定妨害公益之情況規定。
Pursuant to Paragraph 1 of Article 28, Subparagraph 2 of Article 38, and Paragraph 1 of Article 57 of the Mining Act, this document establishes the principles for determining acts harmful to public interests, and explicitly stipulates the specific circumstances that constitute harm to public interests.
