Potentially Vulnerable Areas (PVAs) are geographical areas that are designated for flood management under the Flood Risk Management Act (Scotland) 2009. They show parts of catchments and coastal areas where nationally significant flood risk exists now or is likely to occur in the future. PVAs are located within Flood Risk Management Local Plan Districts (LPDs) which are a broader unit of management. PVAs help SEPA and responsible authorities in Scotland understand and prioritise where work could benefit the most. They are a vital part of protecting people, properties, businesses, communities, infrastructure and our environment.

潜在脆弱区域(Potentially Vulnerable Areas,PVAs)是依据《2009年(苏格兰)洪水风险管理法案》划定的洪水管理专用地理区域。该类区域涵盖汇水区与沿海地带的部分范围,当前或未来存在全国性重大洪水风险。PVAs隶属于范围更广的管理单元——洪水风险管理地方规划区域(Flood Risk Management Local Plan Districts,LPDs)。PVAs可帮助苏格兰环境保护局(Scottish Environment Protection Agency,SEPA)与苏格兰境内的主管当局明晰现状、确定工作优先级,优先推进效益最突出的防洪工作。其是保护民众、财产、企业、社区、基础设施与生态环境的关键组成部分。
