Risk prevention plans (RPPs) are the State’s key instrument for risk prevention. Their objective is to control development in areas at risk. The development of a PPR generates a spatial dataset organised into several data sets. The same PPR includes the spatial datasets containing: — scope of exposure to risks, — restricted areas of the plan once approved. The RPP regulations distinguish between ‘Building prohibited areas’, known as ‘red areas’, where the general rule is the prohibition on construction; ‘required areas’, known as ‘blue zones’ where projects are subject to requirements adapted to the type of issue and hazard, and areas not directly exposed to risks but subject to prohibitions or requirements. The data are informative, only paper documents with the prefecture’s visa are authentic.风险预防计划（Risk Prevention Plans，RPP）是国家实施风险预防的核心工具，其核心目标为对风险区域内的开发活动进行管控。 一份风险预防计划（RPP）的编制将生成一套空间数据集，该数据集可进一步划分为若干子数据集。同一份RPP所包含的空间数据集涵盖以下内容： — 风险暴露范围； — 计划获批后的限制开发区域。 RPP相关管理规定将区域划分为三类：一是被称为"红色区域"的禁止建设区，此类区域的通用规则为禁止开展任何建设活动；二是被称为"蓝色区域"的管控要求区，区内项目需根据具体问题类型与灾害风险等级适配相应管控要求；三是未直接暴露于风险之中，但仍需遵守相关禁令或管控要求的区域。 本数据集仅作参考之用，唯有经辖区主管部门签注的纸质文件方为有效文件。
