Inventory of employment databases

As part of its tasks, the Etalab Department has carried out the most comprehensive census work of existing public employment databases and datasets, and publishes this inventory in open data. 161 databases of 26 managers were identified. To facilitate the discovery of the data, a selection of the main databases available in open format on data.gouv.fr [is also available here](https://www.data.gouv.fr/fr/pages/donnees-emploi). The list is not exhaustive and is open to contributions. ### Methodology The inventory completion work was done manager-by-manager, working primarily on senior managers, and those for whom maintenance was possible. Two different methodologies were followed by managers: — Maintenance managers: room search work prior to the interview, in order to list all the relevant bases, as well as all the missing information and questions to ask. The interview then validates the relevance of each identified database and obtains the required information. — Maintenance-free managers (these managers are those who produce a reduced number of datasets): Room search work only. Interviews were conducted with the following managers: — National Agency for the Improvement of Working Conditions (ANACT); — National Agency for Food, Environmental and Occupational Health Security (ANSES); — Caisse des Dépôts (CDC). ### Limits A first limitation is the understanding of the origin of the data for each game, as well as the entity or person(s) who owns the data. This information was generally obtained through the interviews conducted. The databases managed by the managers that were not contacted therefore have a higher probability of error for the “data origin” and “data owner” part. Another limitation encountered is an understanding of the notion of statistical confidentiality related to the surveys covered by Law No. 51-711 of 7 June 1951 on the obligation, coordination and secrecy of statistics. The investigations concerned by this Act are investigations with personal and identifying information. Therefore, none of the investigations concerned can be published as it stands. On the other hand, these surveys generally serve as a basis for the construction of summary indicators and time series, which are published and published. This distinction concerns several surveys within the scope of the search. This is the case, for example, of all INSEE investigations, as well as several DARES surveys. ### Resources This dataset contains three resources: — A list of **managers** of the identified bases; — One ** inventory** of databases; — An inventory of **publications** and studies carried out from the bases identified. ### Metadata Details Below we detail the few notable metadata — **thematic**: We have identified four possible themes, in order to carry out an initial categorisation work within the inventory itself. — **labour market**: unemployment and jobseekers, retirement, job vacancies and recruitment, vocational integration and reorientation, level of activity, sectors of activity and occupational branches... — **characteristics of the worker’s employment**: employment contract, worker’s regime, working time and leave, wages and compensation, positions and skills... — **working environment**: working conditions, health and prevention of occupational risks (NB: this category does not appear in the page to be published because no dataset already published on data.gouv.fr has been retained. If interesting games were published, the category could be added) — **employment-related entitlements and aids**: services offered, training and certification, trade unions and associations, public policies — **typology**: the inventory consists of three types of data: — Data from administrative documents — Data from surveys — Data presenting a directory — **presence on data.gouv.fr**: in this field, we notified whether or not the databases were present on data.gouv.fr. We also notified a partial presence when, for example, some vintages are missing on data.gouv.fr. — ** origin of data**: in this field, we try to explain in a summary way the process that led to the production of the data, and to mention the actors involved.
