Coroner - Celian Noumbiwe inquest correspondence

In 2007 a baby named Celian Noumbiwe bled to death in Berkshire, following his cultural/religious circumcision by a GP. The local press reported the death - see link to newspaper article below but otherwise the case seems only to have been briefly covered by one national newspaper - the Times. At the inquest Coroner Peter Bedford criticised the arrangements around the circumcision - the doctor did not see the parents beforehand and the consent form made no reference to the risk of post operative bleeding. The emergency number did not work. On the phone to me Coroner Bedford expressed his frustration that on contacting the GMC and the (then) healthcare commission to ascertain what should be the standards around a baby's circumcision neither organisation seemed willing /able to give such guidance. It's of interest to note that the Healthcare Commission seems unaware that religious child circumcision is contracted by the NHS - at the time of writing there was at least one large infant genital cutting scheme which had been running for several years.
