Risk prevention plans (RPPs) are the State’s key instrument for risk prevention. Their objective is to control development in areas at risk. The development of a PPR generates a spatial dataset organised into several data sets. The same PPR includes the spatial datasets containing: — scope of exposure to risks, — restricted areas of the plan once approved. The RPP regulations distinguish between ‘Building prohibited areas’, known as ‘red areas’, where the general rule is the prohibition on construction; ‘required areas’, known as ‘blue zones’ where projects are subject to requirements adapted to the type of issue and hazard, and areas not directly exposed to risks but subject to prohibitions or requirements. The data are informative, only paper documents with the prefecture’s visa are authentic.风险预防计划（Risk Prevention Plans，RPPs）是国家开展风险预防工作的核心工具，其核心目标为管控风险区域内的各类开发活动。 编制一份风险预防计划将生成一套可划分为若干子数据集的空间数据集。同一份风险预防计划所配套的空间数据集涵盖以下内容：— 风险暴露范围（scope of exposure to risks）；— 计划获批后的限制区域。风险预防计划的监管规定对三类区域作出了明确划分：一是建筑禁止区域（Building prohibited areas），俗称“红色区域”，该区域的通用规则为严禁开展建筑活动；二是需遵循特定要求的区域，俗称“蓝色区域”，该区域内的项目需根据问题类型与灾害类型适配相应要求；三是未直接面临风险，但仍需遵守相关禁令或满足特定要求的区域。 此类数据仅作参考用途，仅带有专区（prefecture）核准签章的纸质文档方为有效文件。
