Risk prevention plans (RPPs) are the State’s key instrument for risk prevention. Their objective is to control development in areas at risk. The development of a PPR generates a spatial dataset organised into several data sets. The same PPR includes the spatial datasets containing: — scope of exposure to risks, — restricted areas of the plan once approved. The RPP regulations distinguish between ‘Building prohibited areas’, known as ‘red areas’, where the general rule is the prohibition on construction; ‘required areas’, known as ‘blue zones’ where projects are subject to requirements adapted to the type of issue and hazard, and areas not directly exposed to risks but subject to prohibitions or requirements. The data are informative, only paper documents with the prefecture’s visa are authentic.风险预防计划（Risk Prevention Plans, RPPs）是国家开展风险预防工作的核心工具，其目标为对风险区域内的开发活动实施管控。 编制RPP会生成一套空间数据集，该数据集由多个子数据集构成。同一份RPP所包含的空间数据集涵盖以下内容： — 风险暴露范围； — 获批后的计划管控区域。 RPP的相关规定区分了三类区域：一是"建筑禁止区"，又称"红色区域"，该区域的通用规则为禁止开展建筑活动；二是"管控要求区"，又称"蓝色区域"，该区域内的项目需根据具体问题类型与灾害类型适配相应要求；三是未直接暴露于风险但仍需遵守相关禁令或要求的区域。 此类数据仅为参考性信息，唯有经辖区行政部门签章的纸质文件方为有效凭证。
