Thus, this area is added to the interior area, which can be built up in principle, even without a development plan, in compliance with legal requirements.补充法规（Supplementary Statute）将相关辖区内的一片区域划定为户外区域。据此，该区域被纳入可建设的内部用地范畴，即便未制定开发计划，只要符合法定要求，原则上即可开展建设活动。
