Ukrainian Citizens in EU Member States by NUTS2 Region, 2012–2023

This dataset contains annual counts of Ukrainian citizens residing in 18 EU member states, disaggregated at the NUTS2 regional level for the period 2012–2023. For 2012-2021, the data cover foreign nationals holding valid residence permits, sourced from national statistical offices (Destatis, INE, CZSO, Istat, Statistics Austria, Statistics Finland, SCB, Statistics Portugal, and others). For 2022–2023, figures combine traditional residence permit holders and beneficiaries of temporary protection under Council Implementing Decision (EU) 2022/382, following Russia's full-scale invasion of Ukraine. Countries included: Austria, Belgium, Bulgaria, Czechia, Denmark, Estonia, Finland, Germany, Italy, Cyprus, Latvia, Luxembourg, Malta, Netherlands, Portugal, Slovakia, Spain, Sweden. Data for Belgium and Bulgaria were obtained via direct correspondence with Statbel and the National Statistical Institute of Bulgaria, respectively. Where data were originally published at NUTS3 level, figures were aggregated to NUTS2 by the authors.
