Supporting material for a manuscript under double-anonymised review at Information Development (Sage). Part A reports the coding of the 39 Vietnamese legal instruments (2000 to 2026) analysed in the article, instrument by instrument, against the three conditions of the binding fiscal bridge. Part B reproduces the interview guide used in 21 semi-structured interviews.
