The aim of the regional plan is to protect areas of particular importance for landscapes and landscape experiences. Concerns are the preservation and development of the landscape appearance, including typical landscape features and uses, also as a basis for landscape-related recreational use. 本区域规划的核心目标为保护对景观及景观体验具有特殊重要性的区域。本次规划聚焦景观风貌的保护与发展，涵盖典型景观特征与景观利用模式，同时将其作为开展景观相关休闲活动的基础。本规划的编制主体为上卢萨蒂亚（Upper Lusatia）/下西里西亚（Lower Silesia）区域规划协会（Regional Planning Association），其法律依据为《区域规划方案》，属于该方案的首次全面更新（截至2010年2月4日）。
