FloridaCommerce BEAD NEPA Subgrantee Guidebook

This guidebook is intended to support subgrantees in understanding and navigating the National Environmental Policy Act (NEPA) and complying with environmental and historic preservation (EHP) requirements applicable to projects funded by the BEAD Program overseen nationally by the U.S. Department of Commerce's National Telecommunications and Information Administration (NTIA) and administered in Florida by FloridaCommerce. It provides a practical overview of the NEPA review process, outlines subgrantee roles and responsibilities, and describes key steps, documentation, and coordination requirements necessary to achieve timely environmental compliance. The guidebook is designed to promote consistency, reduce delays, and help subgrantees effectively prepare and submit environmental materials in coordination with FloridaCommerce and the NTIA.
