Natural, anthropogenic or socio-environmental hazards develop to a disaster in exposed and vulnerable urban setting and consequently impose destructive impacts on transportation networks. Equitable attributes are essential for developing decision support systems that assist users to make well-informed decisions responding to post-disaster circumstances. Attributes as a component of decision factors measure the performance of alternatives in satisfying objectives of a decision problem. The aim of this study is to suggest a tenable set of decision attributes for disaster recovery planning of transportation networks (DRPTN). We formulated a prescriptive decision model based on the properties of the desired individual attribute and a set of attributes within three stages of evaluation. Thereafter, we enquired decision-makers’ input to evaluate a set of alternatives driven by DRPTN literature and experts of disaster management. Accordingly, utilizing a combination of compensatory and non-compensatory multi-attribute decision-making techniques, we solved a discrete choice decision problem. The formalized approach toward selecting attributes of a DRPTN problem was feasible and tending to promote a systematic disciplined decision process. Results suggest a ranked list of attributes and recommend six attributes for modeling DRPTN of Tehran as our case study.
