The Clarification and Rounding Statute defines the limits for districts built in the context. In addition, areas as an outdoor area are included in the related districts. This determines an indoor area, which can be built up in principle, even without a development plan, in compliance with legal requirements.《澄清与匡算条例》（Clarification and Rounding Statute）明确了本语境下建设片区的管控边界。此外，户外区域亦被纳入相关建设片区的范畴。该条例同时界定了一类室内建设用地区域：即便未编制开发计划，只要符合法定要求，原则上即可开展建设活动。
