MeshScope-EMS Weekly Panel: Difficult-to-Place Transport Cases for 52 Japanese Fire Departments (2020-2026)

Weekly panel of difficult-to-place ambulance transport cases (4+ hospital inquiries and 30+ minutes on scene) for the 52 fire departments covered by the national FDMA survey, spanning the COVID-era series (from 2020, ISO week 14) and the current-series continuation. Department identifiers join to the MeshScope-EMS Crosswalk (doi:10.5281/zenodo.21818704), enabling allocation to Japan's 330 secondary medical areas. Includes department dimension and covariates, published national weekly totals used for mass-conservation verification, the intermediate extraction as an audit trail, and the ETL/validation code with tests.
