The dataset contains consolidated expenditure by functional breakdown from 2005 onwards in accordance with the State accounts, i.e. expenditure excluding internal offsets, deposits in special financing, depreciation, extraordinarily expense and outstanding contributions.本数据集包含2005年起按照国家账户（State accounts）核算规范，按功能分类口径汇总的合并支出数据；即该类支出剔除内部抵消款项、专项融资存款、折旧、非常规支出以及未缴缴款。
