Map Viewing Service (WMS) of the dataset: Area of competence infra-communal AEP

An EPCI, regardless of its form, may have powers for EPAs conferred by its statutes (Article L5211-5 of the CGCT: General code of territorial authorities). This competence may include: the production of drinking water by surface or underground sampling, AND/OR its transmission through the pipeline network, AND/OR its distribution to the subscriber’s connection. A municipality belonging to an EPCI may choose for all or part of its territory to:
— delegate this competence to him
— delegate it to another public institution or body
— retain this competence.
An EPCI may also choose to delegate all or part of its PIA competence to a joint union. This creates “areas of competence” different from the administrative boundaries of the EPCI. The layer presents these areas of competence for the department of Puy-de-Dôme with a slippery update as the competence transfers.

无论采用何种组织形式，跨市镇公共合作机构（EPCI）均可依据其章程，获得《领土当局总法典》（General Code of Territorial Authorities，CGCT）第L5211-5条所赋予的公共供水机构（Public Water Establishments，EPAs）相关权限。该类权限可涵盖：通过地表水或地下水取水生产饮用水、通过管网系统输送饮用水，以及/或向用户接驳点配水。隶属于EPCI的市镇，可针对其全部或部分辖区选择以下任一处置方式：
— 将该权限委托给所属EPCI；

— 保留自身该项权限。
EPCI亦可选择将其全部或部分供水活动（Public Water Activity，PIA）权限委托给跨市镇联合机构。此举将形成有别于EPCI行政边界的"权限区域"。本数据集图层展示了多姆山省（Puy-de-Dôme）范围内的上述权限区域，并可随权限转移实现动态更新。
