Generally speaking, the stakes are people, property, activities, cultural or environmental heritage elements, threatened by a hazard and likely to be affected or damaged by it. The sensitivity of an issue to a hazard is called “vulnerability”. This object class brings together all the issues that have been addressed in the RPP study. An issue is a dated object whose consideration depends on the purpose of the RPP and its vulnerability to the hazards studied. A PPR issue can therefore be considered (or not) depending on the type or types of hazard being addressed. These elements form the basis of knowledge of the land cover necessary for the development of the RPP, in the study area or near it, at the time of the analysis of the issues. The data on the issues represent a photograph (figential and not exhaustive) of the property and of the people exposed to hazards at the time of the development of the risk prevention plan. This data is not updated after approval of the RPP. In practice they are no longer used: the issues are recalculated as necessary with up-to-date data sources.一般而言，风险承险体指受灾害威胁并可能因此遭受影响或损毁的人员、财产、活动、文化或环境遗产要素。某一评估议题对灾害的敏感性被称为“易损性”。本对象类别涵盖了风险预防计划（Risk Prevention Plan，以下简称RPP）研究中涉及的全部评估议题。评估议题是带有时间属性的对象，其是否被纳入考量取决于RPP的目标以及其对所研究灾害的易损性。因此，是否纳入某一RPP评估议题，需根据所应对的灾害类型而定。在对评估议题开展分析时，上述要素构成了研究区域及其周边区域编制RPP所需的土地覆被知识基础。此类评估议题数据，是风险预防计划编制阶段，针对受灾害影响的财产与人群所形成的示例性且非穷尽的快照。该类数据在RPP获批后不再更新。实际应用中此类数据已不再直接使用：需结合最新数据源，根据需求重新计算相关评估议题。
