Areas of precaution with regard to wind power in Burgundy-Franche-Comté

The inscription of the property of the Salines concerns the two major sites, the Saline Royale, in Arc-et-Senans and the Grande Saline in Salins-les-Bains, as well as the saumoduct that connected them. The spaces of precaution with regard to wind power represent areas where the presence of wind turbine undermines the Outstanding Universal Value (U.U.E) of the property. They result in a buffer zone of 12 km radius from the center of the property. Within and beyond this perimeter, wind projects must respect measures and restrictions based on a selection of points of view prioritised in 3 levels of challenge: \- The places from which the view of wind turbines located less than 12 km is excluded. These are major views from the property, or important co-visibilities for reading the monument in its surroundings. Beyond 12 km, however, important issues need to be assessed; The places from where the view of wind turbines located less than 12 km presents high stakes. Variants for extracting wind turbines from these views must be studied. The project will be the subject of simulation and a detailed landscape study; The places from which the view of wind turbines (located less than 12 km or beyond) does not a priori have a major impact on the OUV but for which certain checks are expected: photomontages, evaluation cuts...

本次盐场遗产地的世界遗产名录登录工作涉及两处核心遗址：阿尔克-塞南的皇家盐场（Saline Royale）、萨兰莱班的大盐场（Grande Saline），以及连接二者的盐水输送渠（saumoduct）。针对风力发电的防护区域，即风力发电机组的存在会损害该遗产地突出普遍价值（Outstanding Universal Value，U.U.E）的区域，被划定为以遗产地核心为中心、半径12公里的缓冲区。在该缓冲区范围内及外围区域，风电项目需遵循基于三类优先级视觉观测点制定的管控措施与限制要求：—— 12公里范围内风力发电机组不可见的点位：此类点位为遗产地的核心观景区，或是从周边环境解读该遗产建筑时的重要协同观测点。不过在12公里范围外，仍需对相关影响开展评估；—— 12公里范围内风力发电机组可见且影响程度较高的点位：需研究从此类观测视角中移除风力发电机组的替代方案，相关项目需开展景观模拟与详细景观影响研究；—— （12公里范围内或外围区域的）风力发电机组可见，但先验判断不会对遗产地突出普遍价值造成显著影响的点位：需开展相关核查工作，包括景观合成效果图制作、景观剖面评估等。
