This dataset underpins the policy briefing Invisible Entitlements: How Apprenticeship Providers Erase Care Leavers from Eligibility (Moore, 2026). It contains compliance ratings for 1,135 active main providers on the Apprenticeship Provider and Assessment Register (APAR), assessed against the DfE apprenticeship funding rules for 2025 to 2026. Of the 1,135 providers, 107 were individually audited across three provider types — universities, further education colleges, and independent training providers — to assess whether their public-facing apprenticeship pages accurately represent the funding exemptions available to care leavers and those with Education, Health and Care (EHC) plans aged 22 to 24. The remaining 1,028 providers are flagged for individual review. Each audited provider record includes: UKPRN, provider name, provider type, compliance rating (Full / Partial / None), care leaver exemption referenced (Yes/No), EHC plan exemption referenced (Yes/No), eligibility wording found, URL checked, analyst notes, risk level, and recommendation.
