Design av gjennomførbare og effektive klimapolicyer - eksperiment, 2011

There is very little systematic knowledge about the Norwegian general public's perceptions of environmental policy instruments. - Emissions trading schemes and personal carbon offsets have not been afforded the same attention as environmental taxes. - There has been no systematic comparison of the efficiency of policy options when there are constraints on what is politically feasible due to public perceptions of the policy. The project will address this knowledge gap through three work packages: WP1: Public attitudes to climate change policies in Norway: A focus group study of public attitudes will be used to design a representative telephone survey of the Norwegian general public's attitidues to the issue. WP2: An experimental investigation of the acceptability of environmental policy instruments: A lab experiment will be designed to test the acceptability of alternative policy instruments. WP3: Implications for designing feasible and efficient mitigation policies: This WP will bring together the findings from the first two WPs to provide policy recommendations.当前针对挪威普通公众对环境政策工具的认知，尚无系统性的研究成果。排放交易机制（Emissions trading schemes）与个人碳抵消（personal carbon offsets）所获得的关注程度，远不及环境税（environmental taxes）。当公众对政策的认知导致政策在政治可行性层面受到限制时，目前尚无针对各类政策选项效率的系统性对比研究。 本项目将通过三项工作包填补这一研究空白： 工作包1（WP1）：挪威公众对气候变化政策的态度：首先通过焦点小组研究梳理公众态度，以此为基础设计针对挪威普通公众该议题态度的代表性电话调查。 工作包2（WP2）：环境政策工具可接受性的实验研究：将设计实验室实验，对不同政策工具的可接受性进行测试。 工作包3（WP3）：可行且高效的减缓政策设计启示：本工作包将整合前两项工作包的研究结果，提出针对性的政策建议。
