Dataset Direct Download Service (WFS): PPRN Hazard Zone of the High Pyrenees

Plans for the prevention of natural hazards (PPRN) were established by the Act of 2 February 1995 on strengthening the protection of the environment. The objective of this procedure is to monitor development in areas exposed to a major risk.
The PPRN is a document that regulates land use according to the natural hazards to which they are subject, from the prohibition on construction to the possibility of building under certain conditions. It makes it possible to take into account all risks, including floods which represent the most common natural risk in France, but also earthquakes, terrain movements, avalanches... The preparation of this document is the responsibility of the state to control constructions in areas exposed to one or more hazards, but also in areas that are not directly exposed, but where improvements could aggravate them. The scope of the Regulation covers not only new projects but also existing goods. The PPRN may also define and make mandatory general preventive, protective and safeguard measures.
Generally speaking, the hazard is defined as “the probability of a given phenomenon, of a given intensity, occurring in a given territory, within a given reference period”.

《1995年2月2日加强环境保护法案》确立了自然灾害防治规划（Plans for the Prevention of Natural Hazards，简称PPRN）。本规程的目标是对面临重大风险区域的发展动态开展监测。

PPRN是一类依据区域所面临的自然灾害类型规范土地利用的文件，其规制范畴涵盖从禁止建设活动到允许在特定条件下开展建设的全范围。该规划可统筹考量各类自然风险，包括法国最为常见的洪涝灾害，同时还覆盖地震、地面移动、雪崩等灾害。本规划的编制主体为国家，其职责涵盖管控存在一种或多种灾害风险区域的建设活动，同时也包括那些虽未直接面临灾害风险、但建设活动可能加剧灾害影响的区域。本条例的适用范围不仅覆盖新建项目，还包括既有建（构）筑物。PPRN还可明确并强制推行通用的预防性、保护性及保障措施。

一般而言，灾害被定义为“在特定参考时段内，特定强度的特定现象于特定区域内发生的概率”。

上述区域即指面临一种或多种灾害风险的区域。
